What about Interbase?
In my opinion there´s no need to use big enterprise databases like Oracle or the "Dark-Side" MS SQL. Interbase has full support for foreign keys, stored prcedures and transactions and has somewhat joined OSS. I do admit that IB is not exactly ideal for web-sites since the connection-handling is slow (compared to MySQL and PostGreSQL) but for industrial sites with large databases and much data-altering it does the trick. Works quite well with PHP too.

This is a really nice player with those features other players normally are lacking such as the possibility to add subdirectories recursively.
