It depends on what is being downloaded from the internet.
Simple unicode text may not be a problem. The rest could be certified and signed.

How about a --xml help switch?
The first parameter would tell where to find the DTD or schema.
This DTD can act as a registry, and can easily be upgraded. All help commands would be wrapped in XML tags, such as <tooltip>description</tooltip>, instead of a legacy ini file layout
