libunibreak is an implementation of the line breaking and word breaking algorithms as described in Unicode Standard Annex 14 and Unicode Standard Annex 29. It is a superset of, and supersedes, liblinebreak. It is designed to be used in a generic text renderer. FBReader is one real-world example.
Minimac is a minimalist, general purpose text macro processor. Its simplicity should make it particularly well suited as a front end preprocessor for little language compilers. It is meant to be simpler to use than m4. It uses an explicit argument stack, and user functions are defined by concatenation (similar to the Forth language). Macro expansion is delayed to the last possible moment. The software is currently in alpha release.
Ezphpconfig generates a set of PHP configuration classes from a supplied XML file. You can then access your configuration values very quickly without having to parse the XML file on every request. The element (tag) names become property names and the text contained in the elements becomes the property's value. It also supports nested elements. If the generated PHP file is older than the XML file, it is re-generated using the data in the newer XML file. This class also supports array types using the element inside an element whose type attribute is set to "array".
Sputnik is a content management system (CMS) designed for extensibility. It works as a wiki out of the box, but can be extended into other things. It offers editable nodes, history and diff, user accounts with optional email validation, a flexible permission system, RSS feeds, and more. Sputnik supports access control and has editable templates. It can be used to maintain a personal Web site that doesn't look like a wiki and that only you can edit. Sputnik is easy to install on shared hosting without root accounts.

SitemapGen4j is a Java library to generate XML sitemaps. It supports gzipped output, sitemap validation, and sitemap index generation. It can also generate Google-specific sitemaps, such as Mobile sitemaps, Geo sitemaps, Code Search sitemaps, Google News sitemaps, and Video sitemaps.
LEPL is a recursive descent parser library written in Python. It is based on parser combinator libraries popular in functional programming, but also exploits Python language features. Operators provide a friendly syntax, and the consistent use of generators supports full backtracking and resource management. Backtracking implies that a wide variety of grammars are supported; appropriate memoisation ensures that even left-recursive grammars terminate.
Relatorio is a Python opendocument templating library, based on Genshi. It provides a way to easily output severals kinds of files (odt, ods, png, svg, etc.) by using documents in any of the Open Document formats (and some others) as templates. It also includes a simple report repository.
