There is an admin interface to add/edit newsletters and recipients, and send in plain text or MIME-encoded. It is easy to use, but currently only in German (English will be available soon).
CMME (Content Management Made Easy) is a Web content management system that aims to be easy to use, doesn't have many requirements, and is still reasonably flexible. It doesn't need a database, doesn't have extensive administrative needs, and works more or less like a wiki. New pages can be made on the fly, rather than through an administrative page.
