HOPP is a function-oriented, programmer-friendly PHP library. It provides libraries for a custom static cache, WYSIWYG editable templates, database abstraction, authentication, calendar-based directory navigation, common MIME types, custom debug and error logging, and featureful and abuse-resistant poll generation.
NetMRG is a network monitoring, reporting, and graphing system. Using MySQL, PHP, C++, pthreads, and RRDTOOL, it is capable of monitoring thousands of arbitrary values at user-configured intervals (typically 5 minutes). Graph templating allows network and system admins to begin monitoring routers, switches, servers and other devices with minimal setup overhead. NetMRG is also capable of responding to programmable events, such as variables exceeding accepted tolerances. NetMRG can be deployed in server hosting and ISP environments, allowing users to view only their own equipment's bandwidth or traffic graphs.
furious_tv is a PVR backend that uses an SQLite database to hold XMLTV listings data. Using that data, it can automatically execute commands to record TV shows off of a capture device (multiple capture devices are supported). If Shuriken is installed, furious_tv can also automatically power the system on/off for recordings to save power.
ChkDB is rule-based data checking software for Oracle, plus files that define rule-sets and data domains (tables/views to be checked). The software is a PL/SQL package and some SQL scripts. There is currently no GUI front-end. For oil and gas data, there are domains and rulesets for well-header, drill-stem-test, and seismic-inventory data.
utf8proc is a library for processing UTF-8 encoded Unicode strings. Some features are Unicode normalization, stripping of default ignorable characters, case folding, and detection of grapheme cluster boundaries. The library can be used in C programs, but most of the functionality is also available as a ruby library. For PostgreSQL, there is an extension providing a function for preparing strings in case insensitive indices. The currently supported Unicode version is 5.0.0.
Address Book Continued is a multi-user address book Web application. It also makes use of AJAX, which means that page reloads only happen on login/logout; the rest of the operations is handled asynchronously in the background. It's well usable, even over slow connections. You can even install ABC on your desktop PC and configure it so that it doesn't require login for connections coming from the local computer.

phpDays is a flexible PHP 5 framework for rapid Web site development. It features an MVC architecture, Ajax support, YAML configuration, database abstraction (MySQL, PostgreSQL, MS SQL, etc.), a good collection of standard models, an excellent quick start guide, and logging to files or firephp.
