HEBCI is a technique that allows a Web form handler to transparently detect the character set with which its data was encoded. tinyglot.pl is a useful script for maintaining localization of .strings files in Cocoa applications. It compares two files (the new unlocalized one and the old localized one) and merges their strings into a new file. New strings that have no translation are put at the end of the file so that it's easy to complete them. This script reads and generates both plain .strings files (UTF-16 encoding) and XML plist files (UTF-8) encoding.

libintl-perl is a library that supports message translation for Perl, written in pure Perl (version 5.004 or better). A faster C version is also built and installed if the system fulfills all requirements. Its interface is a superset of the gettext family of functions in C, and it uses the same file formats as GNU gettext, making it possible to use all tools available for gettext itself and to seamlessly integrate internationalized Perl code into mixed-language projects.

BabelKit is an interface to a universal multilingual database code table. It takes all of the programming work out of maintaining multiple database code definition sets in multiple languages. The code administration and translation page lets developers define new virtual code tables, new languages, enter all codes and their descriptions, and then translate them into all languages of interest. Perl and PHP classes retrieve the code descriptions and automatically generate HTML code selection elements in the user's language. This makes internationalization and localization of Web sites and database interfaces much easier.
