Bitrats adds D-RATS support to Bitlbee. Messaging is fully supported, but file transfer is not. Bitlbee is a program which connects to instant messaging servers like Jabber (Google Talk) and MSN Messenger but is controlled via any IRC client. D-RATS is software that provides chat and file transfer support on D-STAR radios. D-STAR is a digital communications protocol for radio amateurs. It supports digital voice and slow (1200bps) data transfer in 2m and 70cm amateur bands and faster Ethernet-protocol-based communications in higher frequencies.
