code2html is a perlscript which converts a program source code to syntax highlighted HTML. It may be called from the command line or as a CGI script. It can also handle include commands in HTML files. Currently supports: Ada 95, C, C++, HTML, Java, JavaScript, Makefile, Pascal, Perl, SQL, AWK, M4, and Groff.
HTML::Mason is a full-featured web site development and delivery system. Mason allows web pages and sites to be constructed from shared, reusable building blocks called components. Components contain a mix of Perl and HTML, and can call each other and pass values back and forth like subroutines. Components increase modularity and eliminate repetitive work. HTML::Mason is most powerful when used in conjunction with mod_perl, but can be used in standalone applications as well.
The Perl Embedding Engine is a Perl-based template engine that allows embedded Perl code in HTML templates similar to PHP, JSP, etc. It is simple, flexible, and easy-to-use, and supports 2 modes of operation: offline generation and dynamic interpretation. Unlike many template engines, it only has 3 special tags so parsing is a breeze and it generates plain Perl code.
PHP Content Management System (phpCMS) makes it possible to need only one template for your whole Web site. It allows you to provide dynamic menus with unlimited levels, and use templates and sub-templates without a database. It is search engine-friendly and proxy-friendly, as the pages it generates can not be distinguished from static HTML pages. RADpage is a rapid application development system for dynamic, data-driven Web applications. It directly operates inside the browser without requiring a client-dependent development environment. RADpage comes as an Apache module or a CGI, includes a powerful HTML/XML like object-oriented programming language called heitml (pronounced "Hi-TML"), and more than 150 Web application components. Development is done on a fully functional application instead of requiring the edit-save-browse cycle associated with conventional client-side development environments. The RADpage editor stores application pages in readable well-formed XML or upon request in HTML for editing with HTML editors.
Sablotron is an XML toolkit which implements XSLT, DOM, and XPath. Sablotron is written in C++, and it can be used from C, Perl, Python, PHP, ObjectPascal, and via a command line interface. It supports the XSLT 1.0, XPath 1.0, and DOM Level 2 W3C specifications. It is designed to be as compact and portable as possible, and is maintained as an Open Source project by Ginger Alliance.
SmartHTML is yet another HTML preprocessor. It allows you to write Web pages in a language more sane than HTML: paragraphs are automatically inserted when two consecutive newlines are encountered. Special symbols like < & etc. are automatically replaced. Tags look like texinfo: @tagname { contents }. Written in Perl, it allows tags to run Perl subroutines on the contents, allowing e.g. automatic generation of a table of contents, smarter generation of links, macros which can define HTML code which has to be maintained in only one place, etc.

It resembles a normal Web site, but every page can be changed from a browser. Plugins can be used to enhance the program and build groupware applications.
