XMLNuke

XMLNuke is Web development framework based on XML. Programming with the XMLNuke framework, you create your Web site based on your data. Web design is not mandatory. To aid in this work, XMLNuke provides several classes for abstracting the use of XML and the environment in which XMLNuke is running. PHP5 or CSharp/Mono may be used by programmers to build applications with XMLNuke.

            Re: ASP needed!
The project doesn´t limited to ASP. We have FOUR (4) engines - JAVA, PHP, CSHARP and ASP. All of them runs the same XML/XSL and follow the same specification, so you have many possibilities to run the XMLNUKE project.

You can see a feature list implemented by category and more information about XMLNuke project visiting the site: http://www.xmlnuke.com/. (Detail: this site doesn´t support scripts like PHP, JAVA or ASP, but this site was created using XMLNuke.)
