Release Notes: This release fixes a Visitor code test error when a cookie was not set. It updates displaycommentform() and displaysubmit() for the above fix. It updates the GET.PHP/POST.PHP code: POST.PHP is considered stable. "Release notes" have been started per file. "Technical Notes" documentation has been started.
