Release Notes: A number of bugs were fixed, and some accounting messages were made less ambiguous. The most noticeable changes are making !topic work like /topic, not like !set topic, and adding a join_flood_moderate option to OpServ.

Release Notes: NickServ now has support for email verification of some account management; for example, verifying yourself if you are on a different hostmask or you have forgotten your password. There is a new service, HelpServ, that manages queues of questions and tracks them for more effective staff support. On the administrative end, many features have been added to make life easier for network staff; channel suspension and do-not-register reasons are examples. The proxy checking has also been simplified, making it more reliable and portable.
