Version 1.1.8 of SQLCipher

Release Notes: This fixes a bug that could cause SQLCipher to report an error opening a valid database when a specific section of the encrypted header contained certain values. It is strongly recommended that all users upgrade to the latest version. The new SQLCipher version should be a drop-in replacement for previous releases.

The SQLCipher code has been cleaned up so that it will compile cleanly under gcc -Wall and VS.NET to enable the use of SQLCipher on Windows. This version also fixes a memory leak that would cause page cache to remain allocated even after the pager was closed. This version should be a drop-in replacement for previous releases, so users are strongly recommend to upgrade.
