Sloppy deliberately slows the transfer of data between client and server. For example, you might build web sites on your local network, which is fast. Sloppy is one way to get the "dial-up experience" of your work. Rather than hit http://yoursite/ you hit http://yoursite:7659/ and the server response will be slowed as if you were dialing in.
