Release Notes: This release adds the ability for key rules to specify a new argument: "email_impacted". This then delivers targeted emails to users whose files are impacted by the rule in question. This one extra facility allows Skulker to move from standard log file management to a more generic user-file facility, especially when "reportonly" rule types provide users with advance notice of files being reduced, removed, compressed, rotated, or organized in other ways.
