Release Notes: A --locale option to explicitly specify the locale, --add to explicitly add a package, and a --timeout option to set the FTP timeout was added. Some errors in the documentation, and a bug in the Makefile that would cause the install to fail if the destination directory doesn't exist was fixed.

Release Notes: Fixes for anonymous FTP problems, version number comparisons (instead of just looking for differences), checking for "powertools" updates as well as the core OS, and the --hash option takes an optional parameter for the number of bytes per hash.
