Release Notes: This release fixes many small design window bugs. It significantly stabilizes the graph dialog and re-adds the capability to stretch traces (so far, only horizontally). It also spins the graph dialog off into its own application, and, in Windows, associates .rst and .sim_output files with the graph dialog. Another Windows installer has been added. It includes the dropline.net GTK+ Runtime Environment, and offers it up for installation when it cannot find it.
