Version 0.10.0 of Python Cartographic Library
Release Notes: The big change is that the old spatial.SpatialReference is gone, replaced by the cartography.referencing module also known as PCL-Referencing. The PCL-Referencing package can also be installed and used independently of the rest of PCL, and depends only on the PROJ.4 library. PCL 0.10 is required by PrimaGIS 0.5. Follow the directions in the INSTALL.txt file or those in the wiki.
