Release Notes: This revision makes setting up PHPA easier, removing a step that was required in all earlier releases. This version now ships a tuned version of the Accelerator that can deliver higher performance than regular libraries on some platforms. The standard library is provided as well.

PHPA will not currently cache encoded files for security reasons, but unencoded files are cached as usual. The are also a few minor bugfixes.
