Linux Ultimate Music Editor

UltiMusE-LX is a composing program. You could think of it as a "word processor" for music. It allows you to draw sheet music on the screen using the mouse and/or computer keyboard. Up to 16 parts or voices fit on up to seven staves. Most standard musical notations are supported, as are MIDI instrument patch changes, events, and real-time clocks. As you work, you can hear your music played from any point in your score, or print any portion of it. Your completed score file documents your composition and arrangement in as much detail as you care to put in. UltiMusE was for many years the standard MIDI program for the Tandy Color Computer OS-9 community.

Sorry I just now found your notice. It sounds as if you were quick-clicking on the rest that you were trying to change to a note. Quick-clicking a note or rest in the score will "pick it up" onto the brush cursor. You need to press down and hold the mouse, then drag. Doesn't work
The note painting function doesn't work well at all. Only about 10% of the time can I actually pick up a quarter note and replace a rest with it, to create a note. The rest of the time it just flips the selection box back to showing rests instead of notes, as if I were focused on the part of the control box designed to flip between rests and notes instead of focused on the staff. Enough! I've wasted an hour on this; time to try something else.
