AFAIK, the latest stable is 1.3.5. And sure, the URL should point to ftp.gnu.org and not to alpha.gnu.org-it seems that GNU people do not
delete alpha releases even if they have been already published as 'release' versions.
If 1.3.4 is really a stable release you should update it to ftp://ftp.gnu.org/gnu/libtool/ and not to ftp://alpha.gnu.org/gnu/libtool/. Doing this I'm pretty sure people will continue using 1.3.3.
