Release Notes: Broken apply_edit() for Unicode was fixed, and a subtract_edit() function was added.

Release Notes: This release adds a group of functions for finding and manipulating string edit operation sequences. A greedy generalized median no longer crashes on Unicode characters greater than U+FFFF. The C interface has changed to a much saner state, and should stabilize.
