LUSERS was changed to be paced by WHOIS_WAIT instead of PACE_WAIT.

Release Notes: AWAY propogation, vast changes to the configuration file's syntax, server side ignore for all users, flood-control for channels, half-ops, channel hiding, and new vchans (channels can have the same name, but with different views). Channels that have existed for at least 30 minutes are preserved for 30 minutes if they are empty or split, and remote K-lines are supported.
