Version 0.3 of GLERI

Release Notes: Major work was undertaken on the protocol and API. More OpenGL calls were implemented, including all DrawArrays variants. Texture parameters and formats can now be set. Framebuffers and offscreen rendering were implemented. Screenshots are now supported in PNG and JPG formats. MSAA can now be enabled. Two tutorials and documentation were added.

        Release Notes: The most primitive functionality is present. Simple games and other applications can be created. 2D drawing, shaders, basic resource loading, and frame timers are implemented.
