It is much more usable than the 1.x series, and also enables UI plugins, like the new security UI. The other major improvement is the 'app-schema' work, to handle well known schemas and complex features. The REST API is maturing, and Oracle, DB2, and PostGIS have all switched to the 'next generation' architecture. ArcSDE has also undergone significant improvements, and the GDAL plugins are also more mature, with MrSID, ECW, and JP2 support.
