Version 1.0.2 of game control program

Release Notes: gcp can now check if a server process is still alive or hanging - it can then be killed (and restarted automagically). This can be done via detecting missing output (for a specific time) or via sending UDP commands and waiting for an answer. The time between restarts is now also handled correctly.
