the software requires a running windows client with .NET in
order to connect to a Unix server and install itself there.
I am not sure if this is okay with the gpl. And I have no
Windows machines running.

Yeah, pity you didn't take a closer link, the PHP source link is right there. No Windoze is required, just grab the source and go. I'm trying it out now...
