Release Notes: This release fixes the three minor bugs discovered since the last release in 2002. It uses a new version of the Xerces-J XML parser. There is a new make-based build system. The distribution now conforms to the best practices outlined in the Software Release Practice HOWTO.

Release Notes: Xerces 2.0.2 is now used as the XML parser, as 1.3.0 is no longer available or supported. Other tweaks include an "attributes only" command-line option (-o), a few fixed NullPointerExceptions, and UTF8 output.
