deborphan can handle non-library packages just
fine.

It even has debfoster support now ;)

debfoster starts where deborphan ends: it actually does something with the generated information, like asking you what to do with new dependencies. For that purpose it keeps a list
of current orphans that are known to be "approved".


debfoster also has a comfortable config file so you don't have to remember all those options ;)
