Release Notes: Minor fixes were made to delta filtering in "prs". Compatibility with Solaris SCCS was improved.

Release Notes: This version now compiles under C++ compilers other than GCC. At the moment this has only been tested with the EPC compiler, but not many changes were required for this, so it's quite likely that CSSC will now compile with a selection of other C++ compilers.
